Hi. Warm regards. Hydroquinone is fine. Well on elbow there is negligible side effect. Please dont apply on face. There will be ok reduction in pigmentation. For better results you have to go for Peels/ Q switched Laser Rx. Consult your nearest Dermatologist/ Cosmetic Dermatologist for detailed work up. Thank you.
