Phimosis issue

I am 33 years old having phimosis. But the issue is that when I am in flaccid state I can pull back the foreskin completely. I have done this after many months of practicing. But in enlarged state the foreskin is still impossible to pull back even slightly. Please suggest if there is any treatment without surgery. Thanks
