There are rashes which worsen during winter on my friend's elbows. Lately he has had hair follicle ruptures as well, one every last three months. He says that the rashes are itchy. A doctor gave him medicine for localized psoriasis which didn't work. What could be the cause, any dietary or lifestyle issue?

This doesn't fit into neither Follicle rupture nor psoriasis that you mentioned, rather appears to be a simple folliculitis for which he needs to take an antibiotics and apply mupirocin based cream until it clears. Dry skin which worsens during winter months can be handled by using liquid paraffin after bath. Let him very gentle cleansers for bath.
