Periventricular leukomalacia
Periventricular leukomalacia. Please check attached report. His age is 4 year. Since childhood he is facing problem of not speaking. Unable to age objects while walking and eye sight is also weak.

Periventricular leucomalacia is caused due to birth asphyxia. This can cause delay in the milestones of development like the symptoms which u mentioned.
As ur kid is 4yrs old, first take him to speech therapist as the delay in this treatment reduces the chance of speech production.(Do not delay)
Also he requires IQ assessment,consult psychiatrist/clinical psychologist for the same.
