From.birth.and up to 4 year pennis size is same My kids age is 4year and 4month his pennis size is very small and his pennis cant stand with more than 5 seconds test report is serum 4.99 .

Measure the penis length from the root(starting). If it's less than 2.5cm then only it's called micropenis and you need to go to doctor. If it's larger than that no need to worry. Any way show to your pediatrician for accurate measurement and evaluation.
