Feeling pain while passing stool with blood most likely is due to anal fissure and internal hemorrhoids (but not painful). Ideally you should consult a general physician for clinical examination to determine the exact cause and further management.
You can apply locally anoblis ointment twice daily ,high fiber diet, consumption of plenty of water and stool softener even if you don't have constipation.
