Pain in last decayed tooth.

My sister is suffering from  decayed tooth in lower right jaw. Already she removed two of the teeths due to the same reason.while consulting about this pain to the family dental doctor he advices its not that much decayed, can clean and manage with the medicine .. But my sister is suffering from severe pain. Pls advice whether to remove or continue the medicine.
