Now a days i'm seeing majority of teeneager girls/womens becomes nude in public following their dress code , and they dont have any shame , they are talking this is a sign of smartness. Is this women empowerment ? Exhibitionism is mental disorder or cultural problem ? or is it observer's mental problem ?

It probably has nothing to do with mental illness as any illness is difficult to be labelled on such limited information. I believe It’s purely about perception.
