I'm 18 years old. My penis is 3.5 inches when erect. Is that normal? If not what's wrong with me.

Erect Penis of 3.5 inch is slightly less than Indian Average erect size of 4 inch. However, you are 18years only. Some more body growth can happen including penis for 1 or 2 more years.
