Normal hemoglobin for males is between 14 and 16. But some people also have basal hemoglobin which does not lie in that range. It could be related to diet or nutrition deficiencies.  But obviously it be due to some pathological cause like chronic blood loss also.

Yes need to see full cbc report. It can be due to vitamin b12 or iron deficiencies. Need to take medication accordingly.
