Itching in penis and hard to open cover
Some white layer comes inside my penis due to it becomes painful to open it and always feel itching in cap of penis.

That white layer present on the glans penis in called as smegma, nothing to worry, you need to clean your glans penis with normal water daily. Do not Panic, there must be some sort of infection which had occured because of not maintaing hygiene.
