Constant itching in lower part of right eye. Splashing water and have used itone drop but not much relief ( no redness no anyother problem)

We have to rule out allergic conjunctivitis. do not splash water frequently as it may wash away mucous that is important to keep front surface of the eye moist and wet. You may use lubricationg eye drops till you see a doctor
