I hope you have done the urine pregnancy test in a laboratory and NOT at home. Home tests are known to give wrong results. Do the test in a lab using an early morning urine sample. If it is negative, you havent become pregnant and you need to go to gynecologist to find out the reason for this delay. The doctor may do some tests and sonography to rule out thyroid disorders, ovarian cysts, etc..... if the test comes positive, you have become pregnant and hence may need the Gynecologist to help the pregnancy
