Hyperthyroid and suspect Graves' disease

My niece suddenly developed protruding eye problem and after thyroid tests her tsh levels are lower than normal and t4 levels are higher. Some more tests are suggested - CT scan orbit with contrast, thyroid scintigraphy, tsh receptor antibody. Q1 - any alternate for CT scan as we don't want to use the contrast/dye injection Q2 - Please recommend the best doctor/ hospital in Vellore and/or Mumbai for this treatment.
