High HBA1C but Fasting sugar is low

Hi, My wife recently gone through the blood test for diabetes and this is her readings:- HBA1C:- 7 % Fasting Sugar at Home:- 122 mg/dl PPFBS at Home:- 148 mg/dl Fasting Sugar at Lab:- 117 mg/dl PPFBS at Lab:- 144 mg/dl OGTT TEST REPORT Fasting Sugar:- 122 mg/dl 1 Hour after taking Glucose:- 207 mg/dl 2 hours after taking Glucose:- 159 mg/dl Her doctor prescribed her metforim 5 250 twice a day after meal. I just wanted a second opinion on this readings. Is she diabetic? Does she really need to start medicines? She is not taking medicines as if now. Note:- We went through the tests 2-3 times with in month and got the similar readings.

Can start metformin as it controls level and prevent progression.Doses are mild.HbA1C 7 is Diabetic..may be her other levels like pre dinner or post dinner are high
