Hepatitis-B, Need your Guidance

My friends wife is diagnosed with Hepatitis-B, 8 years back during her first pregnancy Doctors told her that she has Hepatitis B from her childhood. Her husband & Son both are negative for Hepatitis-B Doctors says that her Hepatitis-B virus is not in an active mode thus she is not harmful to her husband even after their non protected sexual relation for so many years even. Is it that possible that she being positive for Hepatitis B for so many years but Husband is not positive? Please Guide
