I have itching on the head of the penis and the foreskin. It started about 20 days back. But now it seems that I have fordyce spots on lips, head of penis and on the foreskin of penis. Please guide me. Suggest any cream for itching.

Fordyce spots does not cause itching. You are most likely suffering from candidial balanoposthitis which is fungal infection of the foreskin and glans penis. It present as itching, red spots on glans, swelling and cracks on foreskin and inability to retract it.
