please consult an ophthalmologist nearby as you might be having cataract and/or diabetic retinopathy. .it's quiet possible that you improve by refraction only.but if you need any type of operation , yes it is possible to do in a diabetic patient bit after the control of diabetes.
Diabetics need regular retina check up to look for diabetic retinopathy. First we need to rule out diabetes related causes for less vision.
And laser related corection of refractory error can be done.
