Want to get stretched earlobe repaired in one ear.. hoping the surgery would not cost too much..which doctor should I consult? It is for my mother-in-law.

Generally done by ENT and plastic surgeons, charges vary from person to person. It is an outpatient procedure, doesn't need admission.
