Most of the ear diseases are not cured by ear drops. Ear drops are helpful only when there's wax, fungus or pus in ear. If you use ear drops in clean ear it may worsen the problem. What you need to do is visit an ENT surgeon and get your mother checked. If there is wax get it cleaned. If ears are clean she may need a test called audiometry to be done to confirm cause and severity of problem.
