I've been expriencing a dry skin rash on the tip of my penis skin that cause a crack on the tip of my penis, and also causing it to create a white like colour in it, can you please help me. This only happen when this winter starts

Hi Kindly see a urologist and get examined. It may not be a serious issue but better to get examined.
