Dry/Cough-Inducing Throat Problem

I recently moved into my college dorm 2 weeks ago but a few days ago, my throat started to have these odd dry or scratchy feelings. I cough a bit and in order to relieve those feelings I have to drink water. However, this is only temporary and I get those feelings again 10 mins. later. I suspect the reason to my problem is that either my dorm is always cold since the university controls the AC, or it's a new environment compared to that of my hometown. I also do not feel sick nor sense a fever.
