what you decscribe sounds like seborrheic dermatitis. The treatment is to be continued for a longer duration and a proper follow-up is needed to decide what cream and what shampoo to be used and how to change after the initial control. There is no permanent solution for this. It happens because of your body's predisposed tendency for seborrheic dermatitis, if over time your body stops hyper reacting then it will automatically subside but till the condition is present you'll have to continue the treatment.
