I've had this problem for a few years now. Basically almost my entire scalp gets covered with dark colored powdery dandruff and hair automatically becomes oily a couple of days after I shampoo. Hairfall isn't too much, probably 5-15 strands per day. Also, my entire scalp itches when I step in (somewhat bright) sunlight

You will have to confirm that it is just dandruff . If so use a medicated shampoo atleast thrice a week along with medications prescribed by your doc.
