Hello...  It's a definitely no.  The cyst,  if it's paining,  then must be an infected cyst.  Either folliculitis or sebaceous cyst.  The cream u mentioned is a Steroid based cream which will flare up the infection.  Kindly visit a doctor nearby or text with pics to come to a proper diagnosis and treat accordingly.
