Cracks and cut on previous foreskin

I have some cracks, cuts on my penis foreskin near the top. It doesn't pain mostly but sometimes when i stretch foreskin completely it pains on those cuts and it will go away within a day or two. It's like cut will be there but it won't pain. What should i do in this case? Should i apply any ointment or go for any surgery?
