Coughing phlegm from around a year

From around a year, I have been coughing phlegm. A few months ago I had also visited a general physician for a checkup and he gave me an inhaler and some other medicines for a month but I felt didn't felt much relive and I started coughing more phlegm after stopping that medicines. It even sometimes cause so much congestion in my throat and because of that, it becomes hard to even take in saliva. Why am I coughing so much phlegm? And do I need to visit a doctor? If yes, what type of? ENT?
