Surgery is the only answer. Till situation improves, keep her motivated.  She will not go blind. If there is pain, with vomiting, then its emergency. And she may need emergency surgery.

There is gradual diminution of vision due to cataract which is happening with your mother. Definitive treatment will be cataract surgery with lens implantation but that can wait till the situation becomes more favorable.
