Hi, my sister has done an c section operation around 10 days ago and in one of the stitches the yellow color liquid is coming out of it and paining. is it normal to be like that and when to consult a doctor?

As you are describing its yellow colour liquid with pain, it can be pus collection causing Surgical site infection. You should visit her operating doctor; she may require 1 or 2 stitch removal and drainage of the collection, followed by regular dressing.
Health Tips
Check is she having any fever? Maintain proper hygiene at stitch site.
