Bp tablets consumption

My mother us diabetic 52 years of age. Doctor prescribed LN Bloc + tor bp tablets. Her bp in most cases will be 140/100. Highest till date is 160/90. Is it required to consume both tablets for this bp range. Although, She is not taking them regularly. Please suggest.
