Blurred vision fatigue

I am suffering from blurred vision and feeling to have fatigue while i am looking downward. I can see clearly when i see straight and upward. I am feeling pain in neck and downside of brain sometimes.I have checked with eye doctor he said no eye issue at all. When i see psychrist he tested eeg nd diagonised dysrhymic but i am not depressed at all. My problem is that i cant see clearly henxe i can't do my regular work. This is my problem Please help me.

Consult with X'RAY cervical spine AP Lat views meanwhile use Tab Voveran plus 1 BD After meals.
