There were blood when I pee. I saw that it came out of my urethra. I am a girl. There is burning feeling when I pee, itchiness of my vagina and the blood when I pee. What is that?

From your description, it looks like UTI and vaginitis. You need to do few tests and see a gynaecologist. Drink 3 lit water per day.
