Beta HCG count not getting reduced

My friend's sister had a miscarraige in December last year. Her beta HCG count was close to 65000 that time. The gnaecologist said that the foetus was not sterilised properly. After 3 cycles of treatment, it became 23,000 but is not decreasing below 20,000. Please suggest some good gynaecologists in Lucknow or Delhi.
