Actually this much info is not enough . We need to know the duration of the complaints , other parts of the body affected , any family history and a host of other queries . But going by the pic and whatever i can assess by that , it may be an allergy or may be due to excessive oil / cream applications on the face . In case you are doing that stop for a few days and see
