My son 20 days old. He is crying before urinate and not all the times. Some times he is crying like anything. Nearby doctors told that its usual. Any more reasons for that, please suggest.

Hi Very difficult to comment without examination.  You can do a urine examination to rule out infection. If normal nothing much to worry.
