I found white patches on my penis, surround ferulum. There is no pain. White patches develope and disappear in some places

White patches on frenulum could be condition called balanitis xerotica obliterans(BXO) which results in phimosis and urine voiding problems. If it's in initial stage consider consulting a urologist/dermatologist for local treatment.
