A child can be operated for circumcision as early as 6 months depending on the need and the urgency. 3 year looks to be a fair age for the same. If the child is getting urinary infection this regularly I would advise you to get it done ASAP. The procedure is done safely after putting the child to sleep. A plastic ring may be used or stitches. The healing period is around 8 - 10 days, but children don't normally have much problem and don't get much medications for the same period.
Health Tips
Ask your surgeon about Plastibel device and if he is comfortable using it. It makes dressings redundant and overall more neat.
