I notice some redness at the tip of my son's penis. He told me a couple of times it hurt when he pees. But other times he seems ok. His penis does not retract fully, it retracts only a bit at the tip. What can I do to make it retract? What should I do to reduce
the redness?

What you are describing is infection of glands penis in a case of phimosis that is not able to retract
First need to treat infection and then can use local steroid for phimosis
