Why do the hospital cut the umbilical cord so quickly? and wipe the baby so quickly? What do they do with the placenta?

Ideally it has to be cut after 2 minutes of birth.But if baby is not breathing properly due to thick liquor it needs immediate resuscitation so they cut early. No use of placenta for the doctor.
