Hello, I went through your query, it could be balanitis, infection of the glans penis, usually fungal infection causes swelling and itching, bacterial infections can cause too, they can be treated by topical applications of ointments or by oral antibiotics depending on the cause. Please consult dermatologist, he is specialised to treat these conditions.
