Steam inhalation doesn't cause chest pain neither it is used to treat chest pain. There might be some other cause.

Steam inhalation by mixing anything in it like vicks and karvol can cause chest discomfort with excessive use. Otherwise steam inhalation with normal water won't cause any issues.
