Spondylysis
My mom, has a swelling on the neck. She is also getting a problem of moving her neck. Her upper part of right hand is giving her some more problems too. Her right is getting numb too.

Your mother is probably suffering from spondylitic changes in the spine and may also have a slipped disc causing nerve root compression hence giving rise to pain and numbness in the arm. She needs to be examined thoroughly and investigated primarily with an X ray and probably am MRI. Once diagnosed and confirmed a more targeted treatment cam be prescribed.
