Skin rashes coz of sunburn clorine water

Hello doctor, I'm basically from kolkata. After marriage we were in chennai for 9 months from where my skin problem got started. I got rashes whoch were seems like burns on my upper portion of the hand. I went to see a doctor in chennai, he said it is due to sun burn and my skin is also very sensitive. Which couldn't adopt chennai weather and clorine water. He suggested me a tube name "Elocon" twice daily. Somehow it got healed but with time it comes back for a day or two. After chennai I shifted to bangalore.. as Bangalore weather is not that bad like chennai , my skin was also fine. But one day when I did dusting of my house again by past two months that rashes and burns came and no medicine is working. Though it got better then before but not healed. Please help! It looks black,burned,dry etc. PS: yes, I always clean my hands with water after every 5 10 min. May be thats also a problem.
