Skin keeps comes out near lower thumb

Asked for Male, 23 Years

The skin near the joint of the thumb keeps coming out and the skin keeps coming new.itches a lot and when I peel off the skin then it becomes new and fresh but again after a day it goes dry and again it itches and the skin comes out when I scratch it. Happening from past 3 months.
