Hi. Your mom should visit a good physio nearby, to get proper diagnosed, peri- arthritis or any cervical radiculopaties,
Get proper treatment and stay healthy

She needs clinical assessment by Orthopaedic Surgeon to evaluate for shoulder peri arthritis if any or else then needs physiotherapy. If other problem may need further evaluation.
Your mom should consult a nearby physiotherapist to assess her shoulders range restriction and painful movements.. That would give the therapist a rough idea of the injury or strain occurred in the shoulder.. Physio will definitely help her relieve that pain..
