I live in a place where weather temperature is 35°C. It feels like 45°C causing excess sweat and heat. Are there any coolants available that can be applied on skin?

Every so often I will get cold extremities, hands, feet, penis, and even in my nose and head... I feel like coolant is running in the veins in these areas. It is periodic. I may feel in the morning but it will go away. This started about a year ago and comes and goes. I am 43, male and in very good health otherwise (vegetarian and work out daily)

It started from yesterday evening with right eye reddish color and the swelling itching started then transfer to left eye both swelled now in picture left looking ok i used moxigram - LX eye drop and ocupol Dx ointment as previously given by doctor I am mechanical Engineer i think yesterday some machine Coolant got in eye can this cuase this problem?? but same also happened when i was in college i want to find which causes this allergy so i will avoid it in future.
