Rough skin and itching at eye corners

Hi Doctor, Am facing an issue of dry scaly skin at eye corners and on eye lids, which is itching slightly. Already I use refresh tears for eyes, please suggest am attaching my pic as well, left eye has issue, right eye is little effected. Thank you...
