The bleeding which usually occurs after taking MTP pills is slightly more tham menstrual flow.  But if you are getting a flow which soaks more than 5 pads/day, it is more than normal and needs an assessment by a gynecologist. The gynecologist will examine and if bleeding is excessive and rule out any ectopic/abnormal pregnancy. He/she will also advise regarding any need for a surgical procedure.
Next Steps
In case you have not undergone an ultrasonography, it would be advisable to visit a gynecologist immediately as you have complained of excessive bleeding.
Health Tips
Please don't take MTP pils without Gynecologist's Advise.

Take remaining 2 tablets. And consult obstetrician. Don't take these pills without prescription. It's not necessary to visit clinic in this pandemic situation. You can get online signed prescription also after audio/ video consultation. But don't take over the counter MTP pills from now on...it's illegal.

Scan should always be done before taking the abortion pills. Before taking the last pill you should get a scan done and consulted local gynaecologist in person. Sometimes the bleeding can be heavy and the DNC may be required.
Health Tips
Before and after taking the abortion pills always a scan should be done to rule out ectopic pregnancy and later remaining products of conception

I think you should seek physical consultation of a gynaecologist at the earliest before deciding on whether to take the remaining tablets or not. These are some pointers that you shall keep in mind from next time onwards in similar situations: 1. You should first do an ultra-sound scan to confirm whether it is intra-uterine pregnancy. Once it is confirmed that you have intra-uterine pregnancy, then only it makes sense to consume this tablet. That too under the supervision of a Gynaecologist. Because this medicine is not recommended in case of extra uterine pregnancy.

Should have excluded ectopic pregnancy by usg before taking these tablets, also tablets should be proscribed by gynacologist who has registered for MTP, even now it will be better if you consult with gynecologist in person before taking remaining tablets

Take the remaining 2 tablets. But remember that it is illegal to buy these drugs over the counter. Only govt authorized mtp centers are allowed to prescribe. Your bleeding will be more than normal as you are aborting. Wait for 1 week for bleeding to stop. If bleeding does not stop than please consult a gynaecologist. A repeat usg may be required
Next Steps
Any excessive bleeding, more than 4-5 pads per day than please consult a gynaecologist.
