My daughter went with me when they closed a sub-standard shelter (dogs).
They were caged and she was licked on the back of her hand and front (through the cages). She had a paper cut from about two days prior (left pinkey). She was not bitten or scratched. Animal protection services removed the dogs and did not pick up on any rabies related symptoms. What are the chances of her contracting the virus?

Difficult to estimate the chance's. Enquire dog's vaccination status. Can keep observing dog for symptoms. If symptomatic can consider vaccination and Immunoglobulin for your child.
