My father is diabetic for last 15 yrs. He is at 60 of age.he is experiencing pain in veins in whole body for last one week.he couldn't sleep in nights in this one week. What could be the problem? & which specialist should he visit?

Seems like he is having Diabetic Neuropathy.
You need to show him to Diabetologist.
Also a good Physician can handle the same.
The treatment is very simple.
